Do app and or website need to be frozen after deadline?

Are there any rules or recommendations regarding continuing updates to apps and/or websites after the December 1 submissions deadline?

  Yes, and no.

  First, the deadline is solid, your submission needs to be in, video done, and app in working order by Dec. 1. Whatever state things are in on Dec 1 is what will be used by judges between Dec 1 and mid Jan. (first impressions, initial screening, and on through semi-finalist selection)

  However, you can make changes to your app or site, we just cannot guarantee it will impact judges. That said, there are TWO judging panels. One handles selection of the semi-finalists (mentioned above), and one handles the final winners (on-stage live event). The finalist judges will judge largely (though not exclusively) based off what they see on stage on Feb. 5. We encourage you to have any improvements in place prior to this.

  My only advice here is, don't let that Feb. date tempt you too much. If you don't make good first impressions and even get into the semi-finalist pool starting in Dec., the Feb. date will be moot!
